You can try these:
        - IDSWakeup, (www.hsc.fr/ressources/outils), it can mimic some attacks
        - IWU, comes with IDSwakeup
        - pacgen, allows you to forge packets,
        - ...

You would have to script the former tools to make them send the packets in a 
loop.

I know there is a tool that generates Snort's alerts, but I just cannot remeber 
it's name :(

I'm looking for tools that can test the effectiveness of an NIDS like:

- How much load can it take before dropping packets ?
- What attacks can it detect or not detect

etc...

Any suggestions would be appreciated.
