I found different results when scanning with plugin 14259, depending

With IP Filters running: "The TCP sequence numbers of the remote host

Without IP Filters: "The TCP sequence numbers of the remote host are
random"

In your online documentation, I do not find any informations on plugin
14259.

Is that plugin still supported by you?

This is from nmap.nasl, which is not actually distributed with Nessus
any longer. [See <http://www.nessus.org/documentation/index.php?doc=nmap-usage
for more info.]

The info reported above reflects the TCP sequence predictability tests
that nmap itself performs. You should be able to replicate the results
by running a command such as "nmap -oG - -O $target" and looking for
"Seq Index:" in the output.
