18405 inconsistency

I have a number of machines that allow remote desktop without SSL (for 
administration) however some do and some don't fail the plugin 18405. I even 
have machines that are almost identical in configuration (only difference has 
nothing to do with rdp) and one passes the test and one fails. Can anyone 
explain why?David
