I have 3.0.6.1 installed.  I am running it locally from my workstation.  I am using the update plugin option from the menu to bring down the latest free set of plugins.  As far as traffic shaping, we do some of that so I need to check on it.  Right now (Monday morning) it seems to be working.  So somewhere it was a network congestion issue and not on my local machine. 

That helps.  I'll let you know if it dies.

I don't think you need to reinstall, but you may want to restart the  
server and retry updating the plugins.  Are you aware of any network  
changes on your end? Do you use traffic shaping?
