Scanning through a firewall is not a good idea. You might overload &
crash it, or it might drop some connections to protect the targets,
giving you an incomplete result.

Can i in any way make network scanning slower ?

With Nessus 3.1, you can limit the number of open connections by
setting "global.max_simult_tcp_sessions
