Thanks. My question was fishing for better ways to scan unmanaged
windows environemtns where many hosts have windows software firewall
enebled and they are not responding to icmp. Essensially you are
scanning and are blind to the network because there are live hosts you
can't see.

No. In this particular case it will scan the remote host at the cost
of determining wether the host is alive or not. If it's not alive,
then the scan will slow down (a lot), otherwise there should not be
any noticeable difference.
