Does the new version not do XML
at all?

We've blogged about the .nessus format (it is XML) and posted an XSD and
English guide to what the format can do here:

http://blog.tenablesecurity.com/2008/01/introduction-to.html
http://www.nessus.org/documentation/dot_nessus.xsd
http://www.nessus.org/documentation/dot_nessus_file_format.pdf

Is there any other way to pull the plugin data?

There is an actual plugins.xml file on the Windows Nessus scanner in the
plugins directory which contains information about the plugins on the
scanner.

If you are coding on UNIX, if you install Nessus on your system, you can
use some of the 'nessus' command line options to connect to your Nessus
scanners and obtain plugin information.
