On the server side, you could change the value of port_range in nessusd.conf. On the client side, it's client-specific. For example, if you're using NessusClient 3.0.0, edit the policy of interest and select the 'Options' tab; the port range appears near the top of the screen, in the space entitled "Port scanner range".
