i requested an activation code and used the code to get a tarball of all the plugins from the nessus offline link in the documentation (version 3 documentation however). after extracting the plugins and restarting nessus, one plugin required by the user was the syn port scan option, which no longer appeared in the port scan options after this install/plugin set. i think the plugin doesn't appear to be in the tarball.
Only plugins written in NASL are included in the plugin updates; the SYN Scan one is a C language plugin that should have been included with the install. How exactly did you perform the install? Did you by any chance manually remove files from the plugins directory at some point?
