Once I have completed a scan using the newest NessusClient, the
results save in '.nessus' format by default. Is there a way to
convert those results to the '.nbe' format?

Yes, while viewing a report, click on the "Export" button in the
upper-right, select "NBE (*.nbe)" for the Save as type, and then supply
a file name.

I've tried reopening the
.nessus results in the NessusClient and exporting to .nbe, but that
approach does not appear to work. No results appear in the Report
window when I reopen the .nessus file.

Did you save the report before you exited Nessus Client? If so, open it
(File, Open pull-down menu item), select the Report tab, and then the
scan report of interest from the pull-down box in the center-right of
the screen. Now you should be able to export the results as I described
above.
