Is there a supported tool for creating and editing nessusrc files?

We have not written a free stand-alone .nessusrc file tool manager and I
am not aware of any stand-alone GUI or text tools to do just this.

The NessusWX client can be used to export a .nessusrc file. This is
probably a good feature request for the new Nessus Client 3.0 BETA as well.

Of course, commercially, the Security Center produces .nessusrc files
for each scheduled scan based on something called the 'Vulnerability
Policy'.

If any of the non-Tenable Nessus client projects support editing or
saving of .nessusrc files, I'm not aware of that.
