success.  I disable the options for ping and I see it running tests for 
the entire subnet.  Raw IP needs help.  Any suggestions.  The server is 
running Gentoo

Try disabling all options in the ping plugin "prefs". i.e. do not ask
it to do a TCP ping, ICMP ping or UDP application ping. That way Nessus
will think that all IPs are up. 
Then select a live IP and try to scan it. If it works, it means that
you have some problem with raw IP (winpcap if your server is running on
Windows)
