something about the plugins.xml.

Hi, all.
 I am curious about the file plugins.xml found in my XP installation, the file 
path is 
C:/Program Files/Tenable/Nessus/plugins/plugins.xml, it's big, and changes its 
size every time I update the plugins. 
 I  read  this file,  and in it there are some  information of the plguins and 
their related scripts and plugins' ID. Some of the information helps me to 
understand the scanning output.
 and I see this file says that it is generated by NeWT, what is NeWT?
 
And what is more, I installed Nessus under my debian platform, and I cannot 
find such plugins.xml file under the plugins directory, I wanna if this file is 
stored somewhere else.
