If you are not familiar with the .nessusrc scan policy format, the
easiest way to do this is to configure a scan with any of the available
Nessus GUI clients and then reuse that policy.

You also need to make sure you are performing the scan with the
appropriate credentials for the target. This is covered extensively in
the documentation which can be found here:
