This version is very old.

The configuration files look OK but changing TLSv1 to SSLv3 is useless

[13465] SSL_CTX_load_verify_locations: error:02001002:system
library:fopen:No such file or directory

and I suspect that the CA file does not exist...

Please, anyone tell me , what is the solution to my problem?

I suggest that you make a freh & clean install of an up to date version.
