Javi already suggested a reason why this might not always be true. To
remove Nessus from the picture, try running the following command as
root on the nessusd host:

  ssh -i path/to/ssh/private/key nessus@target "dpkg -l"

[Adjust the filename for the private key / username / hostname as
appropriate.] What sort of output do you see? If that doesn't help, add
the "-v" option to ssh to get some debugging output.
