This appears to be a problem with the archive as I was getting the same error 
while attempting to update the plugins under 3.0.2.  

If reiserfs is used for the underlying filesystem (that's the default
for SuSE, right?), check whether it's become corrupted. The "permission
denied" error suggests the filesystem is either corrupt or mounted
read-only.
