Ignore those instructions - they're 5+ years out-of-date and should probably be removed from the distribution tarballs altogether. In the past, there's been some discussion of using Nessus w/ Cygwin (eg, http://mail.nessus.org/mailman/htdig/nessus/2005-December/msg00066.html). You may want to research this first if you're tempted to go that route.
