Did you by any chance edit the rules file after connecting with
NessusClient to allow access? In other words, does this happen if you
start NessusClient, connect, and start a scan?

If that doesn't help, would you mind attaching a copy of the user's
rules file in a reply? I assume it doesn't have the slashes as quoted in
your message above, but I wonder if there's something odd with the contents.
