Does NeWT provide a command line interface?  Seems I saw NeWT before and it
didn't.

I did, along time ago, before NeWT existed. I would not recommend this
now as Cygwin emulates some system calls which are not provided by
Win32 and makes Nessus slow as a slug.
You should better use NeWT.
