9088 refers to the number reported in a message like "Loading the
plugins... x (out of y)", right? In that case, the number merely
reflects the number of files in the plugins directory regardless of
whether they are plugins. Thus, that number also includes the *.inc files

In addition, some plugins may not actually load. For example, nmap.nasl
and ~25 hydra-related plugins won't if the respective binaries can't be
found in the PATH available to nessusd when it starts; others, like
sendmail_wiz.nasl, are essentially placeholders because there's no way
to remove plugin files once distributed.
