I never understood why such packages couldn't just be a "stub" that downloads the source from the "true" source and compiles and installs. It would have serious dependencies (i.e. you'd need working Internet connection, compilers/dev libraries/etc) but would meet the requirements of the license. This sort of licensing restriction is what limited Qmail from world-domination (as another example). I always thought a "fake binary" .rpm/.deb that actually showed you the license, then compiled-and-installed would meet such licensing issues.
