For nessusd to load plugins involving external programs such as Hydra,
nmap, ... it needs be able find them in the PATH available to it when it
starts. If you're using a startup script for nessusd, the easiest way is
to set the PATH in that; eg,

   PATH=$PATH:/usr/local/bin
   ...
   /usr/local/sbin/nessusd -D
