I’m using debian stable and nessusd (Nessus) 1.0.10. I’ve setup a user using nessus-adduser and give it a one time password. I’m not using encryption and I’ve tried deleting the generated files and starting over a few times.

At this point in time you are actually using Debian _old_stable (woody). Please either use sarge (current stable) with Nessus 2.2.3 or (better) use Debian testing or unstable with Nessus 2.2.4.
