I think you should consult a group familiar with Debian software
development and ask them why you do not have an openssl development
environment.

I found a mail in this lists archive, it mentions adding openssl and
openssl-devel with apt-get

both are added, and still getting the error.

Did you cleanout EVERYTHING to make sure nessus is not using cached
information?
