error when calling nessus from CGI(Perl)

Hi, nice to meet you , my nic name is yuppie.

 I am going to write a web interface to perform the scanning with nessus in
cgi(perl) .

{ex : system("nessus -T html -qx localhost port id passwd target
result.html") )

When Nessus version 1.0.3 , cgi of perl's script is good but upgrade to
2.2.4.

After upgrade 2.2.4, I don't know why when running the cgi script from the
apache server and it will log the error message like below.

------------http server log--------------------------------------- 

nessus : Could not initialize the OpenSSL library !

Please launch nessus-mkrand(1) first !

Otherwise, I can run that cgi script without problem from the shell with the
user account which running the apache server.

What's problem?
