This KB item is set by smb_hotfixes.nasl, plugin 13855. Are
you enabling it

and, if so, is it running?

Yes.

And is port 139
and/or 445 open on the targets?

Yes. I doubled checked that I can login and read the registry keys with the same password as in the .nessusrc file with rpcclient.

Finally, are the targets
Windows hosts as opposed to a *nix host running Samba?

They are MS Windows hosts.
