Shouldn't it be better if nessusd tells during the start a) nothing if it is registered and proprietary plugins were downloaded b) warning if it is registered and proprietary plugins were NOT downloaded c) warning if it is not registered at all nessus-fetch could also tell the user to run nessus-update-plugins afterwards when (s)he runs --register XY with a success. This should get rid of this recently most frequently discussed "problem" on this mailing list.
