You have not downloaded the plugins properly. Try to run 
'nessus-update-plugins -vv' and see if you actually download the 
plugins. Also try to run nessus-fetch manually and see if you can 
download them.

That message is given by the gpl_feed.nasl plugin, if it has not been 
overwritten by nessus-fetch it will generate that message. Otherwise 
it will just exit(0);

You have not downloaded the plugins for whatever reason. I have tested 
the nessus-fetch (and nessus-update-plugins) script from 2.2.3 on a 
Debian system and they run fine, so I'm not sure where the problem 
might be...
