At bare minimum, you'd have to register for the free (7 days delayed)
feed, yes. For the record, there are over 3,000 non-GPL plugins in
the feed today, and that does not seem to have annoyed anyone so far.

Also there is a mention that a user is required to accept the Tenable 
license for access to the licensed feed.  Where is this license?  I could 
not locate it for reading and understanding.

It will be made available to the general public later on today.
