people out there downloading all the Nessus plugins _EVERY MINUTE_).

What about using Coral web cache for getting rid of this? It could be
as easy as

a) server change: 302 redirecting to
   http://www.nessus.org.nyud.net:8090/nasl/all-2.0.tar.gz

and/or

b) client change: patching nessus-update-plugins to point to
   http://www.nessus.org.nyud.net:8090/nasl/all-2.0.tar.gz

This could dramatically reduce server load/bandwidth with almost no
trade off.
