A Nessus tool would be welcome. Although I would prefer a constant scnanner that alarms immediately, if someone launches Ethereal or tcpdump on my network.
There is a Windows-based tool called PromiScan available from SecurityFriday. http://www.securityfriday.com/products/promiscan.html It used to be free, but it looks like they are selling it now. It does continual monitoring like you prefer.
