It's not so much a question of the families as the plugins themselves. 
Indeed, if I write a plugin with "script_family('tifaware');", nessusd
will happily try to load it and offer to run it for clients if
successful. 

That said, plugins involving local security checks are not supported in
versions under 2.1.  Even though you might have them in your plugins
directory, they have a check at the start for the function bn_random and
exit if it's not defined, which causes nessusd to not load them.
