Just confirmed that if you take SUS to version 1.0.3630.2552 the problem
goes away. Must be a change in the way the EULA is formatted or
something.....

The SUS synch log contains the usual sections, "Updates Added", "Updates
Removed", "Reissued Updates", and a new section, "Errors".

The data is invalid.)
The SUS server is configured to try synching three times. Each time, it
logged the same error.
I tried to synch manually twice, and got the same error.
This SUS server has worked correctly for months. It has no other
applications - just Windows 2000 Server, SP4, IIS, and SUS.
