The vast majority of people stated they had/are having no problems downloading.

Greg Nottage made a good point;

"Try increasing your IE Temporary Cache size to greater than 300MB. I've had IE 
fail to download big files due to this problem before. Do this by going to 
Control Panel | Internet Options | click the Settings button on the General Tab 
and change the Amount of Disk Space to Use to something like 500MB" 

also, Jonel Rienton suggests;

"Try saving it to a different location next time you download."

Phillip Partipilo suggested a downloader, such as "wget" for downloads that 
consistently time out. Get GNU wget for Win32:
<http://allserv.ugent.be/~bpuype/wget/#download>

Then use the following syntax:
wget --continue --tries=0 http://www.domain.com/path/to/file.exe

Also functional with ftp:// syntax.
