Beside that you can using PDAC (Proventia Desktop Access
Control) feature. This feature can be used to verify that laptops or
desktops connecting to the corporate network are running an updated ISS host

Yes, this is possible. You can configure it within the Group Policy. There
exists an option (administrative settings) that all network traffic will be
blocked when the service isn't running.

network only if the black ice service / process is running? we would like to
