Have a look at the Proventia Desktop Enforcer; not only Proventia Desktop has 
to run but you can also enforce AV compliance.

I know two solutions that may help you.
1. Cisco Admission control, see http://www.cisco.com/go/nac. Cisco trust
agent (CTA) in that technology can, I think, can check what's going on
on workstation before LAN access. Also, I heard that MS is going to
incorporate something like CTA into it's new Windows (may be even
Vista).
2. Juniper IVE (www.juniper.com) has component called 'host checker',
which test workstation before granting access to network via Juniper.
That host checker can check that black ice is up and running.

is there a configuration setting where a computer is granted 
access to any network only if the black ice service / process 
is running? we would like to enable access to the lan or wlan 
only if the computer is protected by iss.
