I had the same problem and ISS tech support told me there was no automated way
and that I had to rewrite all policies. I still haven't done it.

Subject: [ISSForum] Policy upgrade from RSDP v7 to Proventia v8 policies
We're looking for an efficient way of transferring policies settings
from RSDP v7 policies to Proventia v8 policies. Tried to open both
policies together to copy/paste but SP doesn't allow that. Tried to
copy to the clipboard from one policy but the clipboard is not
available when you open the other policy. Is there a process, other
than manually inputting this data into the new Proventia v8 policy?
