Michael,

The reason the SiteProtector console won't work for non-Administrative
users is the non-Administrative users do not have permission to the
directories and registry keys that the console requires.

KBA #2893 explains how to set up the proper permissions on the ISS
directory for a non-Administrator user:

You may also find that you need to give your non-Administrative user
permissions to the ISS registry hive and subkeys (if you get an error
when you start it that a certain registry key could not be found).

directory policy that made him a local workstation admin his site protector
console quit working, and as soon as I put him back into the group it
started to work again.
