I'm under the impression that Microsoft's policy is to support the OS with security updates for five years after the last service pack is released, but I can't think of any other reliable sources for this information. I think I finally concluded from the site you mentioned (MS product lifecycle policy) that this was the case, last time I read it.
I've read enough to convince me that WinXP SP3 is intended to be released 'soon' (after Vista SP1 perhaps?).
Admittedly this (next bit I'm going to say) isn't a reliable yardstick to go by, but Win2k SP4 is still being patched despite not being on official sale any more. Win2k was on sale for ages after WinXP's release (I bought a legit copy in 2004 IIRC, I'm 99% sure), unlike WinXP after Vista's release (ie. WinXP supply being stopped at the end of 2007).
My mistake:
WinXP Pro (last patches, 2014): http://support.microsoft.com/lifecycle/?p1=3223
Win2k Pro (last patches, 2010): http://support.microsoft.com/lifecycle/?p1=3071
