TS App Mode is required for more than 2 concurrent users.For non-admin users as well.
As Jim Harrison pointed out, you can allow non-admin users to connect to non-App Mode TS by setting permissions on the RDP connection. Go to "Control Panel / Administrative Tools / Terminal Services Configuration" Right click on "RDP-Tcp", select "properties" then "permissions" tab. Add/remove users at will.
