Very simple...  Cruddy legacy applications, most of which most
corporations require to survive in their business, need write access to
lots of places to work.. Some of the most obnoixous need write access to
\system32, let alone C:\temp, vs %temp%, c:\, program files eyc.

I am not arguing against whole-disk, but why would you hand a user a
computer/laptop that allows them to write ANYWHERE but in one directory,
their homedir?
