What about temporary files created by the programs that this user would use?
I am not sure you can make *all* programs write to a single 'temp' folder, and 
I am not talking about the TEMP= variable.
What I am saying is that some softwares use another temp folders and in some of 
those softwares you may not have control over where is this folder located.

I am not arguing against whole-disk, but why would you hand a user a
computer/laptop that allows them to write ANYWHERE but in one
directory,  their homedir?
