I'm currently using the aforementioned PSShutdown command from a server, but I just ran across this tidbit on a google groups search.
" use the schtasks command put into a batchfile and assign to computer startup script via GPO...this will place a task on the computer: Here is a sample
schtasks.exe /create /SC DAILY /TN reboot /TR "\"C:\windows\system32\shutdown.exe\"-f -r" /ST 02:45:00 /SD 02/22/2005 /RU SYSTEM "
What GPO do you use to force a network wide reboot??
