I had 1 issue with a 2003 SP1 upgrade and it was on a DC.  It's not
exactly what is happening here, but it could be related.

The server would hang for 15 minutes at "Applying computer settings" and
then take about 5 minutes to load the profile aftwards.

It turned out that the DC was only pointed to itself for DNS, not
another DC in the domain.  The second I added another DC as the second
DNS server, things started to work themselves out.   The event logs
started to indicate that the server was now not being prevented from
becoming a DC.  I had no such problems prior to installing SP1.

Anecdotal:
I've seen something similar. Patching 4 w2k3 boxes, 2 are DCs. 1 of the
DCs didn't go smoothly.

Full patched RTM.
Install SP1, windows then appeared to automatically reinstall all
appropriate hotfixes.
Restart didn't happen and left box in quite unresponsive state.
Issued restart via terminal services (start->shutdown...) and it came
back up fine.

Incidentally the dc that "failed" is holder of all FSMO roles and a GC.

I'm afraid I can't give any more details than that as I was in a hurry
and just trusting in either MS to build robust patches/OS or failing
that, my backups to allow me to roll back. Despite hiccup the box seems
fine now.

I'm having multiple servers having issues restarting after installing
the latest patches for Win2K3 (SP1 or RTM).  The server will still
respond to ping, SMB/CIFS, Exchange, SQL, but not terminal services.  I
can issue them a shutdown -r -f -m \\servername and they will restart at
that point.
 
Anyone else experiencing the same thing?  This isn't with all servers,
but I've had a couple doing this.
