Since it is an attribute of the file system, you should be able to create a 
custom ACL on these folders/files to remove or explicitly deny "Write Extended 
Attributes" or even "Write Attributes" from the user community.  I have not 
tried this before, but I see no reason why it would not work.

Basically, we have a history that quite a few users (out of 600) tried
to use this "compression" feature quite frequently on our file server
and caused a server performance issue.

That's why we wanted to block this feature by taking an advantage of
migrating the WinNT domain to Windows2003 AD environment this time.
(but it may be pointless?)
