Why not write a script that runs once a night that emails the user if
they have not changed their password in X number of days?

I'm in the process of doing just that.  Here is the ugly code I have so
far.  I just need to graft in some code to send email and I'll almost be
done.  Since it already does the dirty work of getting the raw
information out of AD already, I thought it might be of use to someone
as is.
