I deal with this problem currently. I have multiple ways you can deal with it: 1) Do not use the GPO and use auto discovery. You can read on how to do this on some MS KB articles (I do not have the IDs handy) but you can do it via a custom DHCP option. It works well 2) Create a .reg key which removes the proxy settings. If you e-mail me directly, I can provide a sample. Inform laptop users to run this when they go home. When they come back to the office, the GPO will update and push back the proxy.
