This is a pretty clear indication that running SIP is not part of the service they're providing to you. So your choices are: 1) Change your service agreement with your current ISP to one that includes SIP. 2) Change your service agreement to one with a different ISP that includes SIP. 3) Violate the terms of your service agreement, until your current ISP bans and/or sues you. So, you're asking how to achieve #3, right?
