I have limited hands-on with this set of firewalls, but as far as I know the only way to power it off is to pull the plug. To shutdown interfaces use "interface hardware_id [hardware_speed [shutdown]]" The "reload" command will reboot the firewall and reload the config, but will not shut it down.
